ATTEMPT TO CRIMINALIZE PEACEFUL PRO-LIFE ACTIVITY

This bill defines as aggravated harassment in the third degree photographing (whether by still or moving pictures) persons entering or leaving “reproductive health care services facilities.”  Abortion facilities such as Planned Parenthood routinely videotape protestors, sidewalk counselors and those who gather to pray.  Their activities would continue if this bill passed.  This bill is intentionally aimed at pro-life people to restrict their activities; it is a targeted bill to further try to disrupt and intimidate their right of peaceful assembly and protest.  Furthermore, peaceful pro-life demonstrators, counselors, and persons keeping vigils to pray have instead often themselves been the targets of harassment and abuse.  The ability of pro-lifers to film or photograph activities outside the clinics has protected them from further harassment and from false claims as to the nature of their activities.
